This piece was called a Chemisette- used for raising necklines in order to make them acceptable for day wear. 18th-19th century French MET.

Chemisette- Often worn with day dresses, chemisettes are pieces of fabric that give the appearance of a blouse worn underneath a garment without adding any extra bulk at the waist as a full blouse would add.
