Garters from France in the early century. Thomas Hancock patented elastic for the use in gloves, garters and other things in so these appear to be post that date.

Pair of Garters, France, 1780s  embroidered silk with ribbons and ruching.  Two ivory silk garters, elongated narrow strips of silk with rounded ends, cream silk ribbons attached to ends and ruched ribbon around the edges. Embroidered with rosebuds and scrolling ribbons, bearing a different slogan on each garter.

Garters, ca. 1790. French. Silk. I think the inscription is meant to be "Plus sincere que je le suis, vous n'aurez jamais d'amis," which would roughly translate to "If you're any more honest than I am, you'll never have any friends."
