Rape of Belgium Propaganda. At first "rape" was figurative, because the Germans violated Belgium neutrality (although doubtlessly rape, pillaging and looting happened in the invasion). But it got sensationalized, with particular focus on sexual abuse and torment. Thus this WWI propaganda poster.
