John Smart (British, 1742/3-1811) Thomas Russell (1750-1814), 1771, Thomas Russell was born in Norwich, making the Norfolk-born John Smart the obvious choice to paint his portrait. His father, William Russell, was a prosperous merchant of that city and of London, active in the whalebone trade and having interests in the West Indies.  Thomas was a member of the circle that included William Windham (later a member of the Ministry of All The Talents) and David Garrick.
