In 1986 the Immigration Reform and Control Act  was passed and this prohibits employers knowingly hiring illegal persons in the United States. To try and regulate this, employes are required to fill out Form I-9.  This is to verify the employes identity and eligibility to work.  Homeland Security enforces penalties to those that have not properly completed the I-9.
